Abstract Low－carbon economy has rich intension and extension meaning. The substance of this economy is to abandon the development under unlimited carbon source consumption, heavy greenhouse gas emission and environmental climate influence on the earth, instead the harmonious and friendly sustainable development between human, society and nature. Low－carbon economy of cement industry is an economy mode based on low consumption, low emission and low pollution. The aim is to improve energy source utilization, create clean production mechanism and reduce greenhouse gas emission of CO2. Cement production is an industry rely on source and energy consume and also an industry on heavy CO2 emission during production. The goal of low－carbon economy and energy－saving is identical. In building saving type society, cement industry must develop low-carbon economy, and plan on energy-saving and emission reduction basis. This paper presented an intension of low－carbon economy and gave a low-carbon economy mode in cement industry.
