In the context of increasingly fierce competition in the global cement engineering market, European cement EPC projects impose higher demands on design philosophy, specification systems and project management approaches. Taking the EPC project of Martres cement production line in France as a case study, this paper systematically analyzes the differences between European and chinese cement projects in design expression, architectural aesthetics and regulatory compliance, it focuses on key technical requirements, including EU EN standards, IEC standards, CE marking, ATEX explosion protection the Pressure Equipment Directive (PED), and summarizes practical experiences of the European Cement EPC project in design schedule control, design quality assurance, code adaptation and cross-cultural collaboration. The study constructs a design management system with full life cycle as the core, and featuring a schedule management model base on design plan review, dynamic schedule tracking and flexible resource allocation, as well as a dual quality assurance mechanism with data submission control and drawing review as the core. Engineering application demonstrates that the system can effectively improve design compliance, reduce performance risks and ensure smooth project delivery, which can provide a reference for Chinese cement engineering enterprises seeking to enter high-end cement engineering markets in Europe and other international regions.
