Addressing the challenges in full-life-cycle cost management of cement engineering project construction, such as massive data volumes, market volatility, and strong interphase dependencies, this paper explores the application of artificial intelligence through the DeepSeek system. Research shows that In the decision-making phase, the tool can quickly generate investment estimates, design optimization, and equipment procurement planning. In the bidding and contract management phase, it can complete the compilation of tender control prices, analysis of contract clauses, change management, and performance monitoring. In the construction phase, it supports real-time cost calculation, schedule deviation warning, cost budgeting etc. The effectiveness of these functions has been verified in a Central Asian cement production line project, where the final settlement cost was 3.2% below the original budget, and the cost deviation rate was maintained within 1.5%. The results demonstrate significant improvements in the precision and intelligence of engineering cost management, offering a replicable model for digital transformation in international cement EPC projects.
