Abstract The meaning of energy conservation and pollution reduction, the target and technical support in cement industry are presented by the author． The support technology involves new dry cement production and green cement production． The referable evaluation index of recycling economic cement is also provided in the paper, it pointed out special study must be made on the evaluation system of recycling economic cement in order to push forward the development of recycling economic in China cement industry．
