Abstract To counter the inefficient profit of small cement enterprises, disposing municipal solid wastes in middle or small－sized cement plants is proposed by the author. The advantage and feasibility on changing small cement plant into refuse handling plant, as well as the current challenge and difficulties is set forth by the author.
