The effect of KH, fluxing agent proportion, phosphorus gypsum mineralization on the sintering of cement raw materials were researched by making raw mix sintering test, chemical analysis and XRD. The result shows that the phosphorus gypsum not only improve the sintering of raw materials, but also promote solid phase reaction by adding 2.0％ phosphorus gypsum and 2.0％ slag into raw meal. Thus the sintering effect can be improved　and SO₂ volatility was reduced.

Two sealing protections by using oil and air are designed on axial sealing ring of roller mill. With well－conceived design of its structure, the working pressure of oil and air can be controlled strictly. The author also pointed out that a great attention must be made on assembling quality in order to improve sealing effect and avoid dust entering the bearing,　as　well　as prolong the life time of roller bearings.

To counter the inefficient profit of small cement enterprises, disposing municipal solid wastes in middle or small－sized cement plants is proposed by the author. The advantage and feasibility on changing small cement plant into refuse handling plant, as well as the current challenge and difficulties is set forth by the author.
