摘要结合水泥及混凝土工业实际情况及欧美等发达国家技术标准的发展现状，提出了“科学高效利用水泥，调整水泥产品结构；加强顶层设计，完善生产者、消费者碳排放责任核算方法和各类责任分摊法”等水泥行业碳减排的实施途径。

Abstract: Combining the actual situation of the cement and concrete industries and the development status of technical standards in developed countries, such as Europe and the United States, several practical methods for carbon emission reduction have been proposed in cement community. For example, using cement scientifically and efficiently, adjusting the structure of cement products, strengthening the top-level design, improving the carbon emission accountability methods and sharing various responsibilities of producers and consumers.
