摘要介绍了“一带一路”水泥EPC工程建设项目的安全管理特点和实践中的经验，提出了“一带一路”水泥EPC工程的安全管理难点以及保障境外人员的身体健康、生命和财产安全的安全管理措施。

Abstract: This paper introduces the safety management characteristics and practical experience of "the belt and road initiative" cement EPC project, and puts forward the safety management difficulties of "the belt and road initiative" cement EPC project and the safety management measures to ensure the health, life and property safety of overseas personnel.
